Your argument is set up in such a way where playing better or worse is applicable even if folks are running around in no armour at all. Basically, your argument is vague enough where it can be applied infinitely in either direction.
Gear isn’t an issue and thus won’t be solved by getting more or less gear in the situation you set up. If you are in a “2-seconds over/under”-key, you can have no gear or all the gear in the world and it won’t change anything. Since that argument will still be applicable for any other key where people have either more or less gear available to one.
In other words, gear is completely irrelevant to what you are saying. Literally the only solution to your argument is some version of “git gud.”
According to your logic, no you wouldn’t have. Since “2-seconds over/under”-keys can be found at the lowest entry point of a +2 all the way up to the MDI. Gear is quite simply not part of your equation as it can be completely removed as it is completely negligible.
Skill is literally the only thing that matters in your argument of a “2-seconds over/under”-key.

I don’t care if people can play better. I’m in the process of pugging 14s atm.
If gear can fix the issue, it’s a gear issue.
If gear cannot (because people have everything.) Then only skill can fix it.

I disagree with your idea of removing gear all-together from the game (since that is the necessary conclusion of where you are going with this), but I’m specifically addressing the particular argument you are making and how it is fundamentally flawed.
“2-seconds over/under”-keys will appear in literally EVERY key range and it is solely dependant on skill as a direct result. Since if you get more gear, sure. But you have at that point either progressed to a higher key, or reduced your key to a lower range - changing the mathematics of it.
You don’t get a “gear injection” mid-key. So your argument is fundamentally flawed since you go into the key with the gear you have and, as mentioned before, “2-seconds over/under”-keys appear everywhere. Which means that gear doesn’t matter, just skill in a situation where you are either 2 seconds above or below the timer.
More gear changes the mathematics for the entire duration of a run, not just the end. If a key is that close to being timed or is over by just 2 seconds, skill is 99.99% of all cases have mattered more than gear.

Most people who post alot avoid doing so on mains. You’ll always get some people who troll them by looking up their logs and they’re to self ivolved to not keep replying. Hence why our lvl 70 mage here with 200+ posts started hiding his hunter.
If it’s for competition, remove it from the game.
But MMOs aren’t strictly competitive, and live isn’t MDI or TGP.

I’m pugging, thank you very much. As I said, I don’t care if people can play better, just it doesn’t feel great if there’s a gear solution.
The only wow competition that is done on live servers is RWF and the competition to make HOF. AWC and MDI are all done on tournament servers. All players are given class/spec appropriate gear to give all competing teams same starting chance. No team has a gear advantage.
M+ title literally goes to 0.1%

I haven’t seriously tried for title, closest I got was 0.5 at some point.

Literally the only reason to even attempt higher than +10 is because
A.) You’re competitive and want to challenge yourself, which you just can’t spin negatively.
B.) You have a ridiculously tiny pp and notable accomplishment in a 20 year old video game helps you feel better about yourself.
C.) A little of column A, a little of Column B.
Do damage on a Resto Druid and tell me how that goes. FFS, do you even play this game? lol. There’s a reason they fall off the meta like a sack of bricks once you start pushing high keys.
