HC is not taking it slow. It is anti MMO and the play style attracts similar types of people, ie turbo nerds, neck beards, and simps (twitch followers).

Blizzard representatives have responded to support tickets made and have confirmed that it is indeed zone disruption to do those two things listed in the original post. Just because you don’t want it to be, doesn’t meant that it is that way.
It IS zone disruption and players can and will get actioned for it.
Not necessarily bans, but players’ accounts can be actioned for the types of activities. I am not referring to players causing another player to “lose their soul of iron buff”, but I am referring to players kiting/bringing high level elite mobs to low level areas to disrupt the zone. It not only affects the players, but it also gets the NPC in combat and they attack the mobs, die, or otherwise become non-interactive. Players can not turn in quests, pick up quests, perform certain actions in that area, etc. It is not just about a player losing a buff, but as it has been stated multiple times - it is about disrupting the zone.

Frond just kited a dragon to SW on Vendorstrike around 7:30pm Saturday night.
I guess Blizz reversed his ban.
