I am in the exact same boat as you. I ended up with 54 + 1 (arena rated I didn’t do). But people immediately ran to call me an exploiter or a cheater even tho I just did everything normally. Im not really sure what I did differently either tbh. I used my alt for pvp and spring for everything else. I did it after the exploits got fixed too (didn’t play first day).

Oh I didn’t even know there was an exploit.
My husband and I quest together and he wasn’t feeling well on Tuesday, so we didn’t start until Wednesday. Even then, I underestimated how much content was available in Khaz Algar, so for several days we did only Tanaris stuff and then Hallow’s End on Friday. It was really late in the day before I realized, so we spent the whole weekend speed-running the campaign to unlock world quests and weeklies (as I mentioned above, we haven’t been playing TWW since it launched).
I have no idea what we did that gave both of us 49 tokens (without the 3 from pvp brawl/arena/skirmish). We simply were doing so many quests as fast as we could that I wasn’t keeping track. A lot of pre-reqs required to unlock most of them, we could have easily earned an extra bronze without even seeing it happen.

Well, OP was 100% correct. If you follow the guide you WILL have 61 tokens. I got my set and have 1 extra token. Some quests don’t tell you that you are getting a token from them, but you will get it once completed. Just follow the guide and you’ll be OK.
We’re quite literally in the same boat, even timing wise. The “exploit” (if it can even be called that) is allegedly being able to repeat them on alts. But the fact your husband, you and I all have the same story tells me we probably did something the guides missed instead, to be honest. The guides missed the first disc quest, for example, that I caught early before any guide.
Like you, I started on Wednesday, and by then this was already patched out (and only yesterday I even learned it was a thing). I just kept doing things and getting them. I wasn’t repeating anything to my knowledge. Used my alt for pvp and that’s it and I ended up with more tokens than others.
Regardless, everybody was eligible for a minimum of 61 per guides, so everybody had the potential anyways!
I’m happy to hear that ithost. You seemed quite unsure earlier of different sources of tokens, but seems you pulled through. I suspect many players were in the same position but didn’t check what they had left so they’re left in the 40s before the guest/crates, and instead are calling people exploiters.
