You can still do that, it just will not be at a lower item level is all, and a steady increase in power as you move passed 850 item level instead of bam 850 no need for more power i destory all world content with ease.
When you get the ap, and higher item level you will still feel strong with this new system.

But the problem IS and STILL IS that for a 110 going to the Shore, the ilvl floor is still 850, so players under that ilvl are getting creamed. It is not good design. If ilvl 850 is the floor, a ilvl minimum should be imposed to even ENTER the Broken Isles because it is still brutal, and as i said, it is quite brutal on my 880ish BM hunter because of the way to fast spawn times and the insane amount of imps spawning at the portals just kills you much too fast.
Some people like brutal. Some will wait while they obtain better gear. That's choice. Proving grounds for open world content?
Since day one you were welcome to go where you please so long as you didn't mind dying to do it. It's how I learned MMO's had zone levels and level progression and oh yeah, noods like me.
I'd rather push for this awful system's outright removal entirely so I can actually feel like I have a reason for even leveling up in the first place. Reporting a bug so they can fix a system I hate seems counter-productive.

Same, If players are having a harder time under the item level. That is a bug and should be reported. That is not what the system is suppose to do.

I understand you are, but if it is on your priest right now you feel weaker because the total power progression changed. That is normal when it happens, but once you get more item levels you will become stronger. This type of change will only happen once. It is a transfer of one system to another that makes you feel weaker.
Go get some ap and gear, you will feel stronger.

This is a different problem.
I ended up moving servers, because on the low pop servers it's just too painful in general, worse with a low ilvl, and still not fun on my 868 main.

I do not do group content when it's current so AP and better gear is useless or otherwise unobtainable to me. I level up PRECISELY so I can go back and murder everything that ever challenged me on the way to level cap. I don't want to rely on a gear treadmill for that.
Besides, iLevel scaling removes even THAT sort of progression, and I refuse to believe that they've somehow magically made it not. The sooner I'm plowing through overworld mobs and finishing Pathfinder quickly, the better. Unfortunately with Blizzard's current decisions, I've got serious doubts about ever actually logging in again. I'm just waiting for either my sub to expire or them to remove this damaging system at this point.

If we're just going off experiences of higher ilevels, then I'll say this. I don't think I should need a FULL rotation to kill a normal mob. Yes I can cleave them, but the time in single target feels absurdly low now. My rotation for basic mobs is as follows now, tiger palm > rising sun > Tiger > Blackout > Tiger > Fists of fury and usually after fists the mob dies. That's too much for each basic mob imo. I reached grandmaster title in game, why should a friggin bird need that much to kill?
Please devs I know the higher ups at activision only care about $$$$$ by making us sub as long as possible but please don't kill this game by making everything going forward time gated and take as much time as possible to complete. I know you guys mark your profits by time now making everything in your game take longer will drive people away en mass.
Besides this most people will still play the game if you stop time gating content by playing on alts and craftin and farming mounts etc.....

No I don't, but I don't need them. I was protesting the idea of NPCs leveling up with the player back when it was announced, and when it got implemented and I leveled up to 110 I was NOT enjoying it, at all. I enjoy it even less now that there are no lower-level zones in the Broken Isles for me to finish off quickly.
I have no use for higher-level gear because, as I said before, I refuse to do group content when it's current. I shouldn't need better gear in order to be able to murder overworld mobs.

To your second point. Progression still happens, it is just at a slower pace than before. So you gain 20 percent stronger, the mobs take away about 8 percent of that 20. You still get STRONGER but not at a huge rate, so that the power progression is a slow steady climb, instead of sky rocket blast that makes it so at one point getting better gear does not matter.

Why are you playing a mmo if you are not willing to get gear to speed things back up? You don't like slow down. Fine, but at one point not having a carrot to chase because the content you enjoy is so easy, that you just one shot things is not content at all.
So fine you don't like the power progression slowed down, but you can speed your farming up by getting better gear. You are upset over the same gear treadmil that has always been here. So by all means where is the logic in that?

I am pretty sure blizzard mentioned something about people should be taking using a rotation to kill things. That said, I have no idea what mobs you are trying to kill but the only ones I use a full rotation on are the elites.
My rogue sneaks up does one or two mutilates and one envenom and 90% of the mobs are dead. If I end up approaching not from stealth then it takes longer - one or two more attacks.
My feral just rounds things up and then pops cd and trash and swipe until they are dead.
My hunter can kill elites if I get a true shot on it then marked shot and piercing shot - otherwise multi shot marked shot and things just melt.
