This is such a good point to bring up. I was okay with scaling before, because it was confined to certain areas of the game. I was able to avoid it! Timewalking, challenge mode dungeons - let people who enjoy the scaling get what they want - good idea! Nobody is forced into anything. Now everybody can be happy, right? That is, until they let item level scaling escape those confines and become forced on everybody instead.
Blizzard had it right before - some people like scaling, some people don't. Both parties had a means to enjoy the game, through various different modes. Problem is, everybody does world quests, so now item level scaling is forced on the entire population.
This reminds me of a fun and very much unknown RPG I play on Steam called Epic Battle Fantasy 4. The majority of the game doesn't have level scaling or gear scaling, but there's an optional side area that's meant to be challenging for everybody, which scales enemies to your level. So, given the choice, people who don't like level / item level scaling can avoid it entirely - the player has the power of choice. This should be a standard.
