How do you get to ordos?

Yeah but you get no loot, but once he pulls you back you can stay around and kill the bulls to for higher rep until he respawns.

Currently unable to access Ordos

I have maxed my cloak and got the toys for the effects, and I was told that would allow me to access Ordos; however I am getting teleported out from the sanctuary every time. What gives?
