I’m currently leveling a prot warrior and went to check it’s best legendary. Seems like Reprisal and The Wall are considered best, but when I went to look where they drop, The Wall only comes from Hungering Destroyer. Has that been updated to drop elsewhere in 9.1? I looked around in wowhead and icy veins and couldn’t see anything suggesting it was updated.
Nope, same place. However, you can acquire powers you’re missing–albeit randomly–from the lottery items. I forgot who sells them, though.

Best bet is to grab them from lfr. You used to be able to get them from world quests randomly too but I haven’t seen one in a while. Otherwise it’s korithia

The knowledge vendor sells them for 2k ‘knowledge’, they are also available for 2k(I think) stygia from vernari after a certain point.
