back in legion, blizz decided it would be a great idea to make shadow dance available more frequently with deepening shadows and putting it on a charged base system thus increasing the frequency of cc outside of kidney shot.
they halved the effectiveness of deepning in bfa and made shadow dance have 1 charge, but still put legion’s version as a talent known as enveloping shadows.
as of right now, enveloping shadows is the meta for pvp so now we have BS cc that requires no skill or limitation to use effectively. 
and also we can just stealth for free because of a conduit shield
