If they become playable, there is no doubt they will be Horde Aligned in some capacity. Doesn’t mean they should actively court the Horde to do so. But it’s a given that they will.

No, you didn’t. Those quests don’t involve you “saving the Vulpera from being killed”. On both Horde and Alliance, if you read the text the NPCs give you, the whole thing is that the Vulpera were transporting goods for the Horde and the Alliance “despoilers” (which means: to despoil, destroy spoils, goods, etc.) destroyed their wagons and the Horde supplies.
Yes, there are Vulpera attacking the Alliance, but that’s what caravan guards do. But the Vulpera aren’t being killed, as shown by the Vulpera in chains. They are being subdued. We, on the Alliance, are just there to destroy Horde supplies and scare the Vulpera away.
Nisha even says (paraphrased) “We were just doing what we have always done. It’s not right that the Alliance tries to bully us into not working with the Horde!” It isn’t about killing, it’s about us getting in the way of Vulpera business. They’re actually very Goblin in the way they think. They might actually just be fuzzy Goblins.
Funny thing is that in the Horde War campaign, you, the Horde, try to “bully the Kul Tirans into not working with the Alliance”. So, yeah…
