How do you unlock the portals in the portal room in boralus?
I believe that you will unlock the portals when you complete the intro quests for BFA. Otherwise I don’t think there’s any special requirement you need to complete, just the intro.

It’s been a few months since I did it and I’ve slept since then, but I’m pretty sure Emmaslays is right. Do the intro quests for Alliance to Kul Tiras, and someone will tell the mages to open some portals. I forget precisely when that happens, but I assure you it does.

How did you get to 120 without running the BfA intro quests?

I had a character that didnt ever go into any BFA zone hit 120. I was working on legion stuff and do Lfd normals the whole time, lol.

I did it on my main on the day BFA came out and just recently got another 120. Cant remember how to do it from that far back.
One of the quests from Cyrus or Talia (forget which) will send you to the portal room to tell the 7th Legion mages they’ve been given the ok from the locals to open the portals.

This is why you should always have your Primary toon do the PvE quests
