Season 4 all raids will be relevant. So refarming it may be an option in season 4. Tier plus double legendary plus legendary bow is probably a factor in considering current balance.
The bow is a myth.
If there isn’t any class tuning then nothing will change. MM will be just as strong with the bow and has better tier.
It’s not though.
BM right now looks to be in the position that it is the not-as-good spec relative to marks, so everyone who would do awesome at BM is playing marks. Maybe the 2 set is also a problem, because this was a week or 2 ago, but from logs I looked at that had both MM and BM together in a raid, BM wasn’t painfully behind.
BM is so easy it shouldnt be high dps.
Should just be a fully mobile class but with low dps to compensate since its range.
The 4pc bonus is what really hurts BM relative to SV/MM. It’s horrible.
I’d argue this is probably a problem with MM more than a problem with BM either way then. Like from my point of view I’m just in a raid to buff the hunters and shaman. Quite the switch from last tier where the shaman was just there to buff me. 
5/10 of the top DPS specs are ranged so your “melee should do more DPS” stance will need a lot of work.

PS: There are no “hard” specs in this game.
The issue is that the 4 set for bm is extremely lackluster in comparison to survival and mm which are massive gains.
Survival gets a 40% damage increase to bombs and MM gets bonus trick shots

Venthyr Boomkin and 9.0 Afflixtion were considered some of the hardest specs.
Unless they have changed it, I’d like to present feral as something with the most messed up rotation Blizzard ever conceived. I don’t disagree in principal though, the exception doesn’t make the rule. ![]()
“Harder” doesn’t mean “Hard”.
Yes, some specs have a more complicated rotation and are “harder” than others, but none of them come close to being “hard” in the big picture.
Dark Souls and Bloodborne are hard.
Both 9.0 afflixtion and Venthyr boomkin are hard to play.
As someone who parsed purples on warlock in 9.0 the management to play properly is hard. It’s one of the reasons why the spec was changed.
Bm is still one of the easier specs to play. The only thing that makes it not completely Brian dead is frenzy stacks management.
Ret and WW need buffs before the also-ran third specs of pure DPS.

Sorry but if you can’t maintain 3 stacks of frenzy ( the only thing you have to do as bm hunter ) then most classes will be extremely difficult for you to play.
Yea… trying to play shadow priest optimally in group content when I have been playing disc most of the expansion. The aoe rotation is a bit much to memorize compared to bm is just maintaining a buff every so often.
That’s not how it works in PvE. There’s no fight where unrestricted movement capabilities are such an advantage, to warrant a blanket drop of X% in throughput. Nor is tuning based on ease of play/level of difficulty. It can be for specific talents, like passives vs actives, in theory, but not as an overall for an entire spec.
