Are you aware of what the not a bug list implies? It simply conveys it matches their reference client.
That’s not to say it was intentional or not a bug initially, it just matches what they have at hand.

You asked open ended questions and then dislike 4-5 sentence answers. It isn’t my fault doing the equivalent of a 2nd grade reading assignment is too strenuous an activity for you.
That things aren’t bugs and are the expected behavior of TBCC, it says literally as much at the very top of the post.
I’m fully aware of what you, and others, have tried to INTERPRET from it, complete with “Only THESE Blizzard posts matter, not THOSE” inconsistencies. However, your interpretation doesn’t actually comport with reality. The “Not A Bug” list reflects a non-exhaustive list of common bug reports that are not bugs because they are either faithful to the original game or they are the expected behavior of TBCC.

Continuous tics like we saw in Classic died around Patch 2.2 when the resource update change was pushed through. Zipzo’s thread relied upon a few comments made on WoWHead and other forums that seemed to indicate that as late as Patch 2.4.3, people were still getting continuous tics upon shifting if timed appropriately. The goal of Zipzo’s thread was to show that removal of continuous tics is inconsistent with ALL of TBC, or at least Patch 2.4.3 (which is our TBCC reference patch).
However, in response to these suggestions, I and others founds evidence to the contrary. I brought in a number of Elitist Jerks forum threads that discussed Feral DPS rather heavily, with a multitude of posters not only discussing continuous tics, but outright stating that such continuous tics aren’t possible anymore. Specifically, a thread focused on a new addon to maximize/optimize Feral DPS and the first iteration still included timing a shift, to which several posters corrected the OP. All subsequent versions of the addon always assumed a flat amount of Energy upon shifting, based on Furor and Wolfshead Helm.
Others found videos, I believe from Arenas, showing the same from that time.
In short, Zipzo had to concede that there was sufficient evidence to outweigh the random comments about shifting she had found when making the original thread. As noted then, digging back through old posts is a bit of a crap shoot for accurate information unless you have knowledge of who the posters are and the sourcing. Just like today, plenty of people back then still maintained incorrect understandings of a host of mechanics.
For my sake, I relied upon posts by people like Astrylian, the creator of Rawr (originally a stand-alone Feral Tank gear planner tool, later developed for multiple classes), and then player, now WoW Dev (at least I think he still works for Blizzard).

If this was any other part of the WoW community, it wouldn’t have this much push back. Just look at Glyph of Stars. Shamans also lost Glyph of Ascendance at the same time but Blizzard only felt the pressure to change something due to posts like this.
I don’t play Druids, but this is not right blizzard. You need to fix this, I stand with my fellow gamers and to change something so important in a class without even a word or anything is gross.
At the end of the day, I’m ready to cancel my sub for my fellow Druids and if thousands of us do this it’s going to hit your pocket hard.
Fix the feral tick please.
