To get back to the topic, I’d agree that it’s an easier approach for Blizzard, yes.
However if this approach doesn’t lead to the desired outcome of the initial goal set by Blizzard (authenticity, making sure social dynamics stay untouched), which layering doesn’t allow for due to how it works, then an easier approach is simply not the appropriate approach to take.
It doesn’t serve their set goals, and also not the main players expectations of the game. They need to present this game as a faithful recreation of Vanilla, and layering will not allow them to do that.
It could be the “right” approach, if they changed their whole design philosophy to instead prioritize ease of access and temporary server health over the authenticity of a whole portion of the game’s lifetime.
But to change their priorities to this set of values, at a time where first impressions are paramount to make sure the core audience stays in the longterm, seems very counterproductive to be frank.
Because that longterm server/game health they’re looking for is only achieved if they make sure the core audience gets retained before the tourists do.
And they are heavily risking to lose that longterm audience during layerings stay, because they give them a different game for weeks or months, instead of the one they’re coming back for.
This damages their trust with them, and even those who will stay regardless of layering will wonder if it’s worth staying to play a game that’s already been changed once in such a retail-style way for weeks and months, even at such a special time like the leveling period of a whole new realm.
Not necessarily, because as you said, they could merge them together before that point is reached.
It would result in a queue (which again, layering will have too!).
But even with a queue, this non layered approach still respects the authenticity of the game more than a layering approach by a long shot, while still taking into account tourist dropoff, making sure the hurt will be reduced once many of them should leave Classic.
