An idea would be to have the queue be faction based then open up transfers.
That is of course, if Blizzard cared about faction balance, which is questionable at best.
Which is what you signed on for whether you realize it or not; lower pop means less groups.

This assumes that people actually want to transfer from a Horde dominated server wherein they have an innate advantage surrounding the core theme of PVP.
Like, If I offered to remove the roof of your house to increase the challenge you face in real life would you take me up on it?
Maybe they want to avoid waiting in long queues? dunno.
I agree that they should use these types of transfers to help balance server factions where possible.
What queues? There hasn’t been a queue on Stalagg in weeks. I get longer queues when I load up FFXIV
It’s still layered isn’t it? Means they still need to reduce population to reach 1 layer.

Kirtonos and Stalaag haven’t had a queue in weeks.
What on earth is the incentive for Horde there to move to Heartseeker?
We don’t know how that will be until that time happens, people may flee from queues then, but most of us have stuck around over 8 hr queues, at this point we’re not leaving.
