Where are you getting these server population numbers? I don’t know anyplace that a player can get accurate numbers. But I would like that.
Last I heard, Blizzard doesn’t balance factions. But they do care about total server population, which seems to be what you are warning them about, and which is the purpose of free transfers.
It’s surprising. The blue post (when they added server locks and 2 layers) said that very few players had taken the free transfers. I guess it has changed since then.
