Blizzard killed raid loot because the effort to reward curve is just ludicrously bad for raid compared to M+ and delves.
Not only are you hard rate limited with an abysmal drop rate, getting a full set out of heroic raid requires bosses that are harder than the +6s for end of dungeon hero loot, or the +2s/delves for hero track vault.
What raiders want is to buff the quantity out of raid, to bring it in line with the rest of the game.
