i’d been looking for an updated sl version of that… i guess i wasn’t looking in the right places. 
according to that, the knothide armor kits don’t work until 27, and most other enchants don’t reach their full potential until 29.
there are currently no entries below level 19 for the boot slot
…but the list may not have been fully updated.
