Going from 18% (with the trait) to 10% is going to feel absolutely horrible. That’s almost half of the procs you’ll be used to getting. Also flame shock duration reduced by 6 seconds which means you won’t be keeping as many up at a time? It’s gonna suck.
It’s not going to kill the spec but it will make it significantly less fun. The best part of ele is chucking meatballs at people. Well, okay, to be fair, the best part of ele is stormkeeper - but the second best part of ele is chucking meatballs at people!
Personally, I’d rather you nerf lava burst a bit if you feel it does too much. Wowhead says it was 72% spellpower before and 108% now. Make it like 95% or 100% or something and keep the 15% proc chance.
