ignoring and muting threads is a pretty powerful tool that we have, not every annoyance needs intervention by Blizzard…

That simply isn’t true. Our Moderation staff keeps an eye out for this behavior, and those verified to be sockpuppeting have been warned against the behavior and even penalized. Does it happen 100% of the time? No, but our staff does what it can as it is reported and verified.
Which was said by Vrakthis when a thread asking why sockpuppeting is able to happen on the WoW forums.
Okay? So to liven the forums up let’s allow bots, it will make them so alive. 
What specific behaviors have they been warned about? How many were penalized, and what was the penalty? You clearly have access to internal data that I do not have.
And when you say “Our”, for whom are you speaking? Are you an employee? I think most forumgoers would use the word “their”.
It seems to me that there are a fair number of scripted forum accounts already, and nothing is done unless they violate rules.
Are we talking about the sock puppet show? I loved that as a child
