I really like the idea of this hero talent, but it being a random chance is just nonsense. Death Knight got a talent that improved Deaths Advanced called Rider of the Apocalypse.
Why not do the same for Lightning Conduit? You could give it whatever cooldown to make it fair, but when using Ghost Wolf let it activate Lightning Conduit.
You have a chance to get struck by lightning, increasing your movement speed by 50% for 5 sec. The effectiveness is increased to 100% in outdoor areas.
