Pretty sure the only “official” number put out is the 8 signatures required for charter neighborhoods. I would think its safe to assume that would be the minimum, and as others have said charter neighborhoods have a max of 50, but guild ones scale up with the size of your guild, adding more instanced subdivisions if you go above the max.
