Taking it into consideration does not equate to implementation.
They aren’t completely ignored. As many mentioned here, it’s just that the things you may be passionate about, might not be going the way you want.

Except the HUGE majority of the developer time for this expansion has been character customization… which is directed at the 99%. Ease of access and catch up mechanics through out the expansions, for the 99%. Ensuring Torghast has unlimited runs for cosmetic rewards… you guessed it, for the 99%.
