Booty Bay is an obvious first choice for a town where there derelicts gather. What other locations are there in Azeroth that attract the fringes of society to make their home?

I always liked the Layout of Boralus with it’s multitude of city streets and back alleyways. Shame it’s Alliance only.
Wish we could have a cliché “Tortuga” style Pirate Port Town with sprawling city streets and slums, Neutral faction hub where Scum and Villainy are welcomed with open arms and heavy coin purses.

Freehold would be a good spot too if not for the whole all the npcs will stab you part.

Idea, they should put access to the city behind a Neutral faction grind with daily quests or just make a Pandaren city loke Shanghai, ijs Pandaren are already the Neutral race so it makes sense even from a lore perspective

True, Booty Bay would be the OG spot and maybe a secret spot for faction grinded Alliance player at Crossroads too
