It’s a truly difficult problem because it’s practicality versus immersion. Practically, cross faction play would solve a lot of issues. People will play races they like, BG queues will be instant, win rates will equalize, group finder will be full of groups. Moreover, lore has been preparing us for this for three expansions now.
But immersion-wise it’s gonna hurt. Jeff Kaplan once said that the game feels bigger when there are unconquered things. Other faction is a whole mysterious something that you can’t group or communicate with, with their own cities and starting locations, their own side of the game world.
Blizzard can’t bribe people into Alliance either, because everyone will just flock to Alliance instead. We have social media now and community is more aware of faction balance.
How about they make a limited month long cross play event, and we see if we like it or not?
It has already hurt since the beginning of WoW where we have teamed up to:
- Open up the Qiraji gates.
- Defeated illidan and Kiljaeden
- Defeated Arthas
- Defeated Deathwing
- Defeated Garrosh
- Defeated Archimonde
- Defeated Legion and Argus
- Defeated Nzoth
If immersion wasn’t lost during those times, it won’t be.
Having a testing period of allowing cross faction grouping could work. It’s a way to test wheter people would like it or not.
I still say they should secretly turn on [All-In] queues.
Then, just use something like a disguise toy, while in the instance, to make your team resemble your faction, and the enemy team resemble the opposing faction. With CRZ and the like, no one will be the wiser. 
Then my dream of grouping with Baelody will come to pass 
I 100% support this decision. Let me group with night elf babes. Except night elves that race change to gnomes. They can be their own faction.

You would need lvl 65 elite mobs attacking goldshire in the hopes that alliance would stop rp-ing for long enough to join a raid only way to fix the imbalance I promise you 
Difficult problem to fix since it should of been addressed in Legion and not 5-6 years later.
First we have to acknowledge the driving issue which is a shrinking playerbase and players desire to consolidate with others of their skill level for forming guilds and groups. In that effect there really is no solution beyond removing the faction barrier for PvE content.
Of course maintaining faction identity is a priority for Blizzard. So I don’t think this would ever apply to PuGs. The only way to fix the problem and keep faction identity is to let guilds have Horde and Alliance chapters that can group together for PvE but remain semi-autonomous, and have their cross-faction communication and functions disabled in Warmode
Give ALL the Vulpra to the Alliance…
I honestly don’t know why it takes so long for them to make a decision. The imbalance is snowballing every second and nothing is being done about it. It’s one of the many issues making people either quit or affect player enjoyment of the game. A quick seach on the internet shows cross faction grouping has been proposed by the community 3-4 years a go and nothing really happened.
class specific faction. a class unique to each faction like Horde had Shaman and Alliance had Paladin. maybe if we get a Dragon Isles / Galakrond expansion. Alliance gets a blue dragon class. Horde get a red dragon class
Give LGBT exclusive content to Alliance, don’t give it to Horde.
They should just embrace it (the faction imbalance) and work it into the theme of the next expansion
