No, we are still in Phase 1. Dire Maul was simply released early.
I haven’t voiced any concern for instanced combat (although Alterac Valley will likely be an issue as well). The immediate issue is large scale world pvp, which will inevitably come with Phase 2. At that point World bosses will be released along with the Honor system where the only way to rank is world pvp.
