Sounds like BFA launch all over where you got progressively weaker as you gained levels. (I did my boosted monk in the starter gear with no HoA or Az gear and the first ~4+ levels were okay, the next ~4+ pretty tough, and the last ~3+ were brutal even at 1v1.
