If it’s that low they should just stop with PVP and go full PVE.
Game might be less…empty…content and engagement wise if they didn’t spread the Dev teams out so thin and they solely focused on the good parts of the game for at last one expansion.

nobody wants to be cannon fodder at the start. being 2 shot for entire games for one piece of gear… hell no m+ is way more rewarding
While I think these questions are important to you, I’m not enough of a numbers guy to have a stake in either of these.
This is the one I care about. And the way they can increase PvP participation is by actually investing in it more. More rewards (give people something to shoot for more often, including in the honor department), active engagement, more aggressive balancing, and not letting game breaking bugs (looking at you hunters with a non-DR root on tar trap of all things that went rampant for 2 seasons without so much as an acknowledgement post) go 2 seasons without something so much as a flippin’ acknowledgement post.
If the devs give a damn, the players will.
Maybe make PvP gear relevant in other content. I don’t know, I only ever PvP’d when I could use the gear to progress my character in outdoor or instanced content. Pretty sure I’m not alone.
It’s cause PvP Is unbalanced. Especially CC/mobility/defensive stuff. Some classes have FULL immunities from peoples dmg and they get to do their full rotation during, while others like mage, spriest, hunter, are COMPLETELY locked out from dealing dmg while their defensive can either be dispelled or you can be killed through.
PvP also has very poor stat itemization for a lot of specs, and it favors fotm re-rolling because Blizz never nerfs stuff that’s broken (See DH)
They keep giving huge buffs/nerfs and even 10-40% nerfs are not enough… Then look at the armor changes, spriest got like 3% extra armor from it. Wowee… Meanwhile other specs got crazy amounts of armor from it because they all gain armor at different rates. Blizz has no good PvP design/balancing. It’s even at the mercy of PvE tier set bonuses.
Why would anyone want to participate in rated pvp where when you’re not even at 2k rating you’ll face multiglads and rank 1s who have been playing this game for longer than a decade and a half. That just seems like asking for pain. No thank you. Casual bgs can be fun, I’ll stick to that.
I keep trying to say it’s a dead game mode to people and they just don’t want to hear it. The reality is the barrier to entry and learning curve is just way too extreme. The incentives are way too low. Balance is awful and stays awful.
I would do some rated pvp if gear differences had no impact (apart from which secondary stat I want) and if I could directly play a new class without doing all the leveling to max level
