If you are putting together the groups youre running based on your profile then you need to work on your group makeup.

I do lower keys all the time. My irl friends aren’t as good as me. Love them but its just the truth. They are all around 2200 around 5 of them. So Actually I am in lower keys a lot more than you think. You can check my logs on io and see every key in order and you will see 16,17,18’s.
Regardless though I am saying quit crying like a little girl and find a solution. Other people are clearly finding theirs and trying to tell you how to do it. Including people higher io than you like me.
And instead of taking anything from what we are telling you, you just sit here and cry like a 2 year old with a full diaper.
If you don’t want the advice you’re seeking then play another game because clearly you are to thick skulled to adapt in this one.

No one is trying to dictate anything, the idea behind punishment might be more facing consequences for your choices. Only ones that would be “held hostage” are those afraid of facing the music for the choices they make.
That said, I, agon, don’t feel a punishment is needed, or if any is, it would be akin to what the servers were like in the early days of wow where if you messed up or had a reputation of being a donkey’s rear end to others, you risked getting black listed from groups.
The best players can be the absolute worst when it comes to how they treat others, and the bottom of the barrel players can be some of the kindest around. My ideal player is one that is good at the game but also pleasant to be around, bug if I had to choose I’d take the bad yet pleasant over the good yet horrible to be around.

Bqd yet pleasant is exactly the one ruining your keys tho
He has done over 80 keys between 10-15 so he has given back/helped the community more than you ever will and have more experience/insight on the keys you’re currently doing… 
Hence why I said
As far as ruining keys, bad yet pleasant mgiht be one group for such, but I find the biggest offenders to be bad AND unpleasant. If one is pleasant, some might stick around to keys end, winding up with an untimed but complete key, if one is unpleasant, people will want to get away from them ASAP, consequences be damned.

If it’s such a nuisance, then don’t participate in that cancer called m+. Easy fix.

Keep in mind, I do think you could stand to take some of the advice offered here, I just know what it is like to be in the range where people are running for vault as well as things like rating or IO. I am not too far behind you if you are 2300 and I have had my fair share of bad groups, I seldom run my own key but I give the groups I get into my all. Sometimes I am the worst player, sometimes I am not but one thing everyone needs to remember is a chain is only as strong as the weakest link, but even that weak link can be supported by stronger ones.
Congrats, your doing the lords work but you’re basically a unicorn, it’s a free country and I’ll complain all I want. Just because you don’t experience the same issues I do doesn’t mean they don’t exist. And literally no one is giving me any constructive feedback, it’s mostly, I’m bad and ppl leave my keys bc I’m bad. I really don’t care what those ppl have to say especially when it comes from someone that is a hardcore M+ or Raider that doesn’t go through the same pugs that I do and is basically telling me to be like them…been there, done that and it ain’t fun.
Are you ready for the consequences of having a punishment, ie, instead of gracefully and quietly ending a key, you’re now in a failed key for an extra 5-10 minutes while someone keeps berating you, linking deaths and mistakes through details! and pulling groups to wipe you so you take the hit instead of them.
Once someone doesn’t want to be in your key, holding them hostage will only make things worse.

Yes, some of us are ready for the consequences, you can always ignore ppl and leaving any key under M20 before the timer has gone is just wasteful and rude. If you joined a group then you took the responsibility of assuming they were good enough for the run and should at least try to finish.
There’s nothing wasteful about leaving a HoV 20 where there’s only 15 minutes left on the timer and Hyrja isn’t even dead my dude.
Wasteful is waiting an extra 15 minutes.

Hey, I did call out those that are unpleasant to be around, if anyone does this I would not make it a punishment foe leaving, but a punishment for being a complete donkey’s rear end to others.
The one who leaves always has the chance to speak up and say “I don’t think this is happening” or anything a long those lines, group can agree or disagree and then decide if they want to complete for vault, drop the key level and try again or just abandon the key.
People who just leave without a word mid key might as well say “you guys suck, uninstall now” as that is what their actions are saying for them.
You’re taking them hostage. They are absolutely justified in giving you an earful into why they don’t want to be there anymore, and asking you, not really politely, to take the punishment you deserve for making them not want to be there.
And how does this work if there’s a leaver punishment ? Who takes the hit to reset ?
Good, I prefer that. Saves me 5-10 minutes of arguing and toxic wiping.
Most likely they’re right too : You guys suck. At least they didn’t even tell you outright. You managed to figure it out on your own.

If there is a group[ consensus, there would be no need for the punishment. However, again, I would not make it a punisment for leaving, I’d make it one for being a donkey’s rear end to others. To sum it up for you, that means if one person is holding the other 4 hostage, they get the punisment, if however, you are being rude and mean to the other 4 members, YOU are the one to get hit.
The true measure of a person is not how they treat those “equal” to them or those they know, but how they treat those “under” them and those they don’t know. Everyone of us is human, yet ones like you seem to want to treat, or at least enable others, to treat others disrespevtfully or as if they are not human.
I’d prefer people not too.
I’d prefer they quietly leave.
Because I will never prefer drama.
