Ughhhh I go into storm wind and Anduin is just chilling in the other room. What am I doing wrong?

There’s a quest scenario you have to do in order to unlock it. It starts at the portal located on the stormwind docks
what portal?
It’s near the Boat to Boralus Harbor I n the Stormwind Harbor.
i don’t see anyone to talk to that will allow me to complete a scenario. guess i’ll just not do this war campaign
He’s right - It’s the Tyrande’s Vengeance (Night Warrior) quests in Darkshore.
If you don’t do them, Anduin will never appear on the throne. He’s waiting for you to complete the quest line in Darkshore.

all i had to do to fix this was accept “Shores of fate” and then Anduin phased back into the throne room
