Long CDs don’t solve the problems honestly, there’s a law in game design: “don’t balance something around making it annoying to use”. I would say obnoxiously long cooldowns count as “annoying to use”.
Just look at lay on hands, its an hour long cooldown, but people still whine about it when it comes to “paladins and their three health bars”.
There’s a reason they brought lay on hands down to a 10 minute cooldown eventually, though added forbearance to it.
I would take a 10 minute, forebearance LoH, and a gap closer though.
