I heard someone say this is a good strategy now. Is that true?

Yes. If equal ilvl betwee. A dagger and a sword/fist/mace/axe the dagger will pull ahead.

Need to sim in instances like the painsmith weapon.

No worries. It’s due to poison procs because of weapon speed.
