Don’t they not spawn anymore??? Been looking around for two days now!!!

they still spawn, are you looking for 1 in particular as they may have different spawn timers.
The problem isn’t the spawn rate, it is a combination of CRZ and zone scaling.
Zone scaling means that not that many people play through Outland any more, and if they do they’re not there for long.
CRZ means that if an area doesn’t have too many people in it, they only generate one instance of the area and literally everybody who goes there gets put in that one. But only one instance of each Outland zone means only one potential spawn of the rares across all of WoW (well, they do still shard RP realms and separate by Warmode status). Compared to when Outland was current and every realm was spawning its own rares.
You can try toggling your WM on and off to get different shards if you’re brave, that would double your chances. And since they are account-wide, if you’re really serious you could try rolling an RP server toon to hunt for them there too.
