Some quests (such as the Netherstorm quest “Recharging the Batteries”) require that you do not outright kill enemies, but weaken them. If you are a high level character it is neigh impossible to not one-shot enemies that you have an extreme level advantage over. Do these quests (and their subsequent chains) become impossible if your level is too high?
There are toy vendors who sell soft foam swords. They walk the canals in SW and the Drag in Org.
You can use the sword to reduce a mobs health to 1 health point and never kill it.
Be sure to take off any gear that may have a damage proc.
Will of the Forsaken has a 22 second cool down between damage procs. So if you are undead, kill other things until it procs, and then use the soft foam sword within the next 22 seconds on your desired mob.
