Dalaran is a Human city with a minority High Elf population - definitely not their capital.

Founded by Humans, itâs had a prominent High Elven population since it was founded. Hardly a minority, especially after the Third War.

It is very confusing to navigate, but in general I feel like our capitalâs (especially the Horde Capital in General) shouldnât be dwarfed by an allied member capital.

So, if out of all the High Elves left on the planet, 90% live in Dalaran, Iâd say that makes the capital of the High Elves as a race, Dalaran.
No, because their real capital is Silvermoon. They are political exiles - forced out of Silvermoon, but that doesnât mean itâs still not their capital.
What are you talking about? The High Elves who have lived in Dalaran all their lives, born and raised in Dalaran, are political exiles of Silvermoon?
The only High Elves removed from Silvermoon were the 10% of the survivals of the fall of QuelâThalas who refused to drain mana. The 90% deaths figure only ever applied to the elves in QuelâThalas, not outside of it.
The Elves living in Dalaran, well, thatâs their home. They lived there before the city fell. While there are no doubt some political exiles, theyâd be the minority, not the majority, since most of the 10% exiled from QuelâThalas ended up in QuelâLithien Lodge in the Eastern Plaguelands.
It doesnât matter if they were living in Dalaran - Silvermoon is still their capital.

Depends. If those humans in Lakeshire, Westfall, or Menethil are from another kingdom, then no, Stormwind isnât their capital. Unless youâre suggesting the capital of refugees is the city of the kingdom theyâre living in, in which case, by your own argument, Dalaran would be the capital of the High Elves.

A lot of people assume the Thalassian Races has always been a single united political entity, when that isnât true. High Elves living in Dalaran are not the same as High Elves living in QuelâThalas, the same way that Humans living in Kul Tiras arenât the same as Humans living in Stromgarde.

Every single High Elf, with the exception of any children, were still alive and were born during a time when the entirety of the High Elf race identified Quelâthalas as their Kingdom and Silvermoon as their capital. There was no schism until the Third War - which is quite recent relative to Thalassian lifespans.
Just because there were plenty of High Elves studying magic in Dalaran alongside the Humans doesnât mean that they stopped considering Quelâthalas their Kingdom. Youâre making their presence in Dalaran at the time of the Scouring and subsequent exile as indicative of them having surrendered their rights as the people of Quelâthalas.

Dalaran has existed for nearly 3,000 years, plenty of time for new generations of High Elves to be born, and there is no doubt that a number of those living in Dalaran were born there. Even before the Third War, there was a clear divide between High Elves living in Dalaran, and those merely studying there but whom identified as citizens of QuelâThalas. When Anasterian gave the command for all High Elves to return to QuelâThalas, guess who stayed in Dalaran? His own son. Along with countless other High Elves.
Walk through Dalaran. Youâll find High Elves who arenât studying magic. Heck, in the neutral inn youâll find the bar tender (High Elf) and Innkeeper (Human) share the same last name. Married? Perhaps. Perhaps theyâre Half-Elves and siblings.
The point here is, we know where the bulk of the political dissidents removed from QuelâThalas went, and it wasnât Dalaran. The High Elves in Dalaran are predominantly made up of High Elves that have been living there well before the First or Second Wars even happened.
Kaelâthas himself, contemplating returning to QuelâThalas, understands that those elves living in QuelâThalas look down on those living in Dalaran.
There has been an obvious cultural, ethical, and philosophical difference between the High Elves living in Dalaran and those living in QuelâThalas, for a very, very long time.
So, there are two national ethnicities of High Elves.
QuelâThalas High Elves.
Dalaran High Elves.

Personally I miss the more simple old orgrimmar. Old Orgrimmar felt like a âcityâ while current Orgrimmar feels like a military fortress.
