Using it on a BM hunter is just silly given how easy the main damage “rotation” already is. You’re basically nerfing your DPS by at least 20% to occasionally throw out a barbed shot in-between kill command spam (actually more than 20% because I don’t think the 0.2sec delay is effected by haste)
