A Disgruntled Initiate didn’t work for me but I also went down one at a time and after abandoning a tailoring quest where i had to deliver bracers or something (it was grey quality) it worked. I still had about 5 quests in my log when I got it to work.
I cant believe that works
i am also having problems with this quest and one other Duck, Duck, Trap. both quests tell me i dont not have the item but i know i do i have tried everything shot of uninstalling the game 
The artisan quest for two severite rods I deleted then was able to complete.
I’m not able to complete the quest either 
stuck atm, not able to move forward in the campaign.
Edit: JC profession quest was what had it bugged out for me.

I think profession quests are causing this, I had the first leatherworking quest to turn in boots in my log and couldn’t create the incense. It was the only quest I abandoned after reading this thread - leaving other side quests in my log, and it allowed me to create the incense.
