This pretty much answers the question, “What is Blizz doing about server queues?” Absolutely Nothing! This is a PLANNED effort to force the population to level out across all servers. This is bad practice, it infuriates the playerbase.
You have the tools to fix the queues, but you don’t because you have ulterior motives. What trash of management. I’m sorry you work for such incompetence.

I play OB when its slow (I am japan tz on a US west coast server) and still see people.
Hell, some nights on quests on my DK it’s like an ebon blade convention lol.
This week on vacation is lively for what is west coast nighttime as I get morning my time my play. Elf land dailies gets a fair number of daily runners.
They might have learned too and that is why they have not opened any servers.
They already have your money. It’s your move. I personally would just talk my guild into making the move.

If you want to play during prepatch then you might want to transfer. The only car that is burning is yours.
Right now, those numbers probably low on all realms. It’s pre patch before an expansion, you really think people are busy raiding? They are doing BGs, they are leveling, they are getting professions and gold ready. This is a period of time people are preparing for next expansion, not farming karazhan. Now if you do /who on stormwind and it has 5 people, you have a problem.

It’s been a long time, but didn’t Mal Ganis—I don’t remember how to spell—and the other launch servers have a q every night.
I seem to remember a Q whenever anything good happened. Like content or a buff etc
Please tell us what is going on the pre-patch servers that are full or locked, without even playing on them or knowing what’s going on.
Raids are happening all the time on all the raid content, because people are farming badges and enchant mats along with gold. Not to mention gearing alts and achievements.
