I think it may be your processor not your graphics.
I was getting a “3d accelerator not supported” notice earlier today.
Windows 8.1
i3 2130 @ 3.40 Ghz duo
Intel HD Graphics 3000
I could not get past the launcher.
Dug out another computer and swapped the processor out.
i5 3470 @ 3.20 Ghz quad
Intel HD graphics 2000
Now I can get into the game, just major lag.
