You are looking in your talents page? It should be on the right, and there should be an area where you can add 4 pvp specific talents.
If nothing else, make sure you are completing the full UI reset with the game closed, and any ui manager programs not running.
It should look like this.

The PVP talents pane can be collapsed so make sure it has been extended out.
Just click the little arrow to the right of PVP TALENTS.

Is it your posting character you’re trying to enable it on? If not, and it’s an alt below level 20, you will not have access to Warmode yet.
