See, that would be valid if their real reason for holding back flying was what they say. I have trouble believing that, though, because if it really were just about wanting us to experience the world from the ground, then there'd be no problem with making it possible to start on pathfinder 1 at max level (so grounded while leveling) and have completion of pathfinder 1 grant flying for those zones that are available. Pathfinder means you've done all the quests and have explored all of the land at least once. Have a pathfinder 2 to unlock flying on the next bit of land that becomes available as the expansion progresses.
I mean, if they really wanted it to be about us experiencing the game from the ground, they'd leave it as it was in Pandaria and earlier where flying was purchased at max level on each individual character. Then players are experiencing it on multiple characters; not just one which then automatically unlocks it on all.
The fact that they do neither of these tells me there's a reason other than what they say behind handling pathfinder the way they do.
