Maybe make it dynamic spawning? If that is the right word.
Basically, depending on the number of players in the zone or on the realm, the spawning is either increased, or decreased.

There will not be enough Black Lotus in game to supply the future demand for Flasks once AQ40 hits.
Blizzard cannot remain silent about it. If they’re not going to change it they need to brave up and straight up tell us they’re not changing it.
