It’s RL time. So you can log out for a day or three and the timer keeps ticking down.

Can you do shift+J and see if the timewalking quest is in your adventure journal?
It’s just raid joins and Ulduar Timewalking
Can you go to chromie in org and make sure you’re not in chromie time?

If you had a previous pve weekly from the NPC and didn’t turn it in until this week, regardless of which weekly it was (not necessarily a TW one) then you won’t be eligible for the TW one since you’ve already done a weekly from that npc this week. This includes but is not limited to the 4 mythics quest, the 20 WQ quest, the pet battles quest, and a couple others that I’m blanking on atm.
[EDIT] I think one or two of the pvp quests can also do this, but I’m not entirely sure.
