My wife texted me and said that when she imported a talent build from wowhead, it also cleared out all of her keybinds.
Is this a bug or a feature?
Might be a bug.

Why did you call it a “feature” rather than “Not” 
In any case it is most likely a bug
I was thinking that maybe importing a template and it wiping your keybinds might be their idea of a, “good feature.”
Seems par for Blizzard
It’s a bug. I got into a HH run on Tuesday and when I zoned in my action bars were completely empty. I had to completely replace everything.
That would definitely add an extra level of challenge to the fight.

Not for me, I just auto attacked. 
I’m sure my party was less than thrilled with my 200 DPS though.

I have been experiencing this since the start of pre-patch as well. Even just today the 31st. When you import a talent set it will clear your cast bars. The only way I have recovered from this on previous toons is to ‘save’ a talent set, edit the talent set to ‘shared keybinds’. Then import the talent set I want, edit the imported talent set to ‘shared keybinds’. SUPER frustrating and loads of extra steps that aren’t intuitive. Not only that but why can there not be a ‘Shared Keybinds’ check box on the import screen?
