It was meant to be active today and theres no one there, are they there at only set times or is this a bug?

No doubt it’s the usual thing where it won’t release until the 1st US time because the world revolves around them.
aka the company that publishes and develops this game is based in the US.

it’s the 1st of feb for me but it’s the 31st of jan where the servers are .if you are not in the US because it’s always a day behind from the rest of the world
Probably will be active after the daily reset.
