Everything was working fine, until recently, now the exclamation marks have disappeared. thanks for the help
Check interface options / addon settings. In Classic Exclamation marks never showed on the minimap.
Also, keep in mind that there is no ‘low level quest tracking’ in Classic. If you are too many levels higher than the quest level, it will stop showing the exclamation mark over the quest giver.

In Retail, many of the quest tracking add ons will remove the exclamation points. Try removing any addon that might be active, and reload the UI.
