At this point I really don’t know what to tell you. Blizzard prefers to take outliers down for the record monks are getting nerfed both directly via straight nerfs and indirectly via the raid design in the next tier. It’s hard to screw with prot warriors and resto druids too much because both currently aren’t desirable to bring to raids. Both Spriests and Moonkins are also getting nerfed but melee in general is looking very good next tier due to spread cleave and guess who does spread cleave without even having to change their rotation? Again DHs and Rogues are outliers that they are good in all aspects of the game however rogues at least don’t bring a debuff that is absolutely necessary for raids even if they have gobs of utility you can kill bosses without one but even on stuff like QC you still had to have a dh even when every other dps was a caster.
Again nobody is saying other specs aren’t overtuned they are saying Havoc is also overtuned and when you have 5 nails out of 36ish with 3 sticking down and the rest roughly even it kind of makes more sense to smash down the 5 nails including for the love of god guardian druids in pvp please. Right now blizz does seem to also be buffing low pve performers with WW getting around a 4% overall buff to damage.
