Nightfall Pieces in the Delves

TIL there’s a cool blue Hallowfall set from the Nightfall event. Excited to go for those. I had a few questions:

  1. Do all delves drop these? or is it specifc delves? do I need to do anything special for them?
  2. If I level a toon (so sub-80) will these items drop?
  3. Are there quests associated? I don’t think i’ve seen them but I want to cover my donkey
  4. I’m just mog farming - is there a way to maximize? Would playing alts help?

The blue sets were from delves in S1 or Warmode, and I believe can now be bought for a full set from the undercoin vendor in Dornogal.
