Over on the bug report forum there are several people including myself that are not able to start or turn in the weekly covenant quests (Replenish the Reservoir/ Return Lost Souls) because the NPCs are not appearing.
All pre-requisites are unlocked. I and many others are capped at 2 renown and cannot continue the covenant quest line.
