Tested and can confirm. This buff does ā€˜notā€™ work with recruit a friend. 300+ xp at level 5 without recruit a friend in group and only 100+ XP with your recruit a friend. So buff does not work. Sadly. I also tested it several times by joining and leaving group.

Now we just need Blizz to combine BFA and Shadowlands like they did with Legion and BFA or atleast drop the price of BFA. BFA is $50 and Shadowlands is $40??
