Not enough of a programmer to offer why, but I can say other games do this. I would assume they may have to have the entire EK or Kalimdor file change if you went in to the old zones but I am sure it can be done.
I am running an EQEMU server and learned a LOT about this stuff (still a n00b though) and there are multiple versions of one of the main cities (old Freeport / new Freeport), there are multiple version of zones (original Highpass new Highpass) Commonlands (vs East Commons / West Commons) Oasis of Marr / S. Ro vs S Ro.
I can enable any versions of those maps and it requires a lot of tweaking but it works.
If a new player buys Shadowlands, should that player have to grind 10+ hours of not-Shadowlands content to play the content they bought in the first place? How about Blizzard develops a new player experience that gets said new player to the content they purchased (both from a story and gameplay standpoint) in a reasonable time?
I had a NON MMORGP friend start wow and play through the Starter Island. They did fine and had no issues. But when they moved on to BFA, they got frustrated.
And so they quit for a few months, came back to it, and didn’t even last an hour because they’d forgotten everything.
There needs to be some sort of tutorial mode people can STAY in until they are competent in the gameplay

Here is how I do it to get the lore best.
1 to 10 EK for ally. Kalimdor for Horde.
10 to 20 TBC, cap the towers, WM on
20 to 30 WoTLK Do ICC quests there, do Argent Tournament.
30 to 35 Cata zones, MF and Water zone
35 to 36/37 MOP
36/37 to 38 WoD, make garrison, leave… once youve done that youve seen most of what WoD has to offer.
38 to 45, Legion, easy to unlock all 3 artifacts now,
45 to 50 BFA get good end game questing and dungeon gear, artifact neck piece for the lore
50 to 60 SL.
Thats about how I level all of mine when I want to get them thru the lore and I go thru all those places in that order every time I level a toon thru.
I’ll take things that don’t happen in leveling dungeons/content for $100 Alex…at least not until wipes start happening and/or you become a nuisance to the group.
You’re lucky if you even get a simple “hi” in leveling dungeons before the group is off blitzing through it
The new player experience IS bad, but this is not the reason. As usual, the superior MMO on the market, FFXIV, has a “better” default setup with this with marking new players AND rewarding LFG-built groups with bonus rewards for doing a run with them.
And, of course, scaling people down to an appropriate level (and gear level) so while groups still blitz through the content, the new player has a decent chance to at least keep up and contribute unlike WoW where dot and ramp up specs may as well just sit at the entrance and wait for the completion to happen.
Genuinely curious because I’ve never played another MMO and haven’t played a console game since PS2, is it normal to make players play an earlier edition or expansion of the game before they can play the game they bought?
Some of this sounds like stuff that a new player wouldn’t concern themselves with but what do I know 
EDIT: Oh, I should have read the whole OP cause they admit it. Sorry bud! Skim reading is def my worst habit on the forums.
They redid the entire world after just 3 expansions because it didn’t make sense… Here we are now another 6 expansions later and the inconsistency is even worse. I’m actually going to root for this next big bad who is badder than a Titan to blow the whole darn thing up.

My understanding from an interview (cannot find it sorry) is they wanted new players to experience Exile’s Reach, BfA and then Shadowlands because they have the most updated graphics and wanted that to be new player’s first visual impression. (Unsaid was that they aren’t willing to dump time and money into updating the old graphics).
Once again Blizzard demonstrates they are do not respect and even understand role-play portion of the game and how racial zones are so important for players to understand the flavor of the race they choose.
This is why a numbers guy should not be in charge.

Also sucks because Broken Isles have some of the best stories in a zone with updated graphics in the game
